Pruned established hawthorn tree/no flowers

I have a pretty established hawthorn tree/bush. However I pruned it quite drastically year before last, and this year I pruned it to keep it a manageable size, as it is in front of the window. Is this why I am not getting flowers/berries? I know it grows on old wood but will It not get berries on the lower part of the branches that have not been pruned? I really don’t want it to grow into a full on tree in front of my window, please advise. If I am able to prune it and still get flowers/berries, how I would go about doing this.

However maybe its not the best choice for something under your window. Possibly better to put it somewhere where it can grow as it wants to and choose something else that will have flowers and berries but no ambitions to be a large tree?

Yes you are removing the wood that will bear flowers. What time of year are you pruning it? The flowers form on the previous year's wood, so old wood has already flowered if that makes sense.
Prune in late spring early summer when they would have flowered. this will give the hedge time to grow new stems that will 'ripen' and produce flowers in the spring next year.
