What should I use to cut back my leylandi hedge it is about 10ft hight and want to bring it back down to about 8ft, can i use a hedge trimmer?

It will depend on the thickness of the stems. If the hedge trimmer will cut through them then use it. Otherwise you'll need to use secateurs or loppers depending on the thickness of the stems.
Just a warning. Never trim leylandi (or most conifers) back beyond where there are leaves as it won't regenerate from leafless wood. This doesn't matter on the top of a 8 foot hedge as you won't see it and the outer areas which still have leaves will regrow.
