Yes Hebe - pretty evergreens and this one is quite large lucky you.

To id Hebes one needs to see the leaf and stem and flower and the back and front of the leaves too. The shape of the keel (a ridge on the underside of a leaf) is a valuable diagnostic tool.
That one could by H. x fransiscana.
