When is the best time to move a young Robinia tree?

Answers

The general rule is when it's dormant, so as soon as it has lost its leaves. Don't if the soil is sodden or frozen, though!

I hope you succeed with it.

Note that any piece of root you leave behind will grow into a new tree--maybe not the same kind,if it was grafted.
