That looks remarkably dead to me.

Difficult to see if the tree is growing in a container or in the ground. Even if you cut out the dead (brown) branches it is quite possible that the rest could die. If you are set on growing something similar then Taxus baccata 'Fastigiata' (Irish Yew) is a far better shrub/tree but grow one somewhere else in your garden.

You could take cuttings from the live bits, they root easily
