Can't possibly diagnose this without a picture. Possibly - botrytis- powdery mildew - or most likely - wooly aphid. You just say UK without giving location so it is even more difficult. If botrytis or mildew then treat with fungicide, again can't say which one without more info. If wooly aphid then scrub all branches and trunk with meths. A messy job.
