my onion shoots are still very green and healthy looking. I am concerned that if I leave them in the ground any longer the frost will affect the onions. Can I harvest them before leaves turn brown?

Hi Gordy and welcome to GoY yes you can harvest them, they wont keep long though. You could try bending the stem over at the neck of the onion to encourage the leaves to die back.
