we have a palm tree which appears to be dead but there are other palm trees growing from the base of it is the main tree dead should i chop it down or leave it

The top is dead, but there are new heads of leaves developing from the base? Probably a Torbay Palm (Cordyline australis), rather than a true palm--the proper name will help you to look up more info. It probably got frozen in last winter's big freeze. I would wait until next spring to do anything, because that dead trunk is actually giving the new sprouts some shelter, in case of a repeat this winter. Once all danger of frost is done, I would just cut off the dead trunk, and let the new sprouts develop into a picturesque multi-trunk tree.
