I have a salix flamingo tree that has got very big and is leaning to the left-side. i wanted to know if i can cut back the thick branch with a pruning saw to relieve the pressure on the main stem, if i can when would be the best time to do so?

This may be grafted onto a rootstock, so examine the part where the head rises from the trunk for signs of a graft. If you were to cut below this graft you will lose the variegated top and the rootstock will grow again. This is usually a boring green willow plant. If in doubt, take some photos and post them on the question for us to examine it for you.
