Is it to late to put winter pansys in?.I bought some before all this bad weather but havnt had chance to get them in planters.

As long as the planters aren't frozen, plant them - bear in mind they won't do any growing now till spring though, so as big as they are is as big as they'll stay till then. If you've not kept them outside waiting to be planted, you will need to harden them off first.
