I have a white perfume rose bought last year and didn't flower this year as it concentrated on its growth.
It looks very healthy and is not woody, so do I really need to cut it down, especially after all that growth during the hot Summer, and if i do, then when and where do i take it back to?

Yes still prune it down [I am assuming its a tea rose type rather than a climber] late feb/march. I reduce the stems down to the 2nd outward facing bud from the bottom. This opens out the structure allowing good air flow and generally a better shape.
