My cordalines are 20 years old, but after the cold weather the tops and all hanging down and some of them are brown. Are they dead or will they come back?

Do nothing right now. You will have to wait till warmer weather arrives to see whether they are completely dead, or whether new growth will occur either lower down the stems, or from the base. If we get to about June and you note that the stems/trunks are rotten, or soggy, but there is growth lower down, then remove the trunks to the new growth point.
