my red lantern tree has suffered this winter. Its leaves are brown and are dropping. Is that terminal or might it still recover?

I'm assuming you mean Crinodendron hookeranium by Red Lantern tree? This shrub will withstand up to -10 deg.C, but only in a sheltered spot. Hopefully, though some of the topgrowth may have been killed, the shrub itself is still alive. Wait till spring to see if new growth appears and if there's any obviously dead wood, cut back to new growth.
