Can I plant new roses in ground where old roses were with black spot.

There may be some black spot still lurking in the leaf litter layer, but it doesn't kill roses anyway. Unfortunately, some varieties of rose are particularly prone to black spot, always best to select more resistant varieties.
If you want to plant roses where you've had roses before, buy some Rootgrow to use. This should prevent replant disease.

Roses should only be planted in the same position if you have replaced as much soil as possible to avoid re-plant disease.
