when can i cut back my cordyline? it has been badly damaged by wind a fortnight ago.

Agree with Tugbrethil - leave it alone as long as it's not rotting anywhere, wait till at least May before deciding whether you need to cut back to new growth or not.

Unless it is showing signs of rot, I would wait until after your average date of last frost. If the trunk has turned soft, and/or is oozing orange, yellow, or brown goop, you will need to cut it off below the rotten area to keep it from spreading to the remaining healthy areas. New shoots should sprout as the weather warms in late spring--then you should cut the trunk again a few cm above the shoot(s).
