Best time to move trees

We have a beautiful tree (sorry don't know name, but it has long fern-like yellow leaves, with thorns) that is growing too quickly for the position we planted it in. It has now got to about 8 foot high. Can someone tell me when is the best time to move it? Thanks.

Could be a Robinia False Acacia.
To lift your tree maintaining soil on the roots, cut out a circle round the tree now with a spade one spit deep. Keep the cut open by running the spade round from time to time. In December prepare a hole bigger than the circle where you want it planted. Dig under your tree, lift and place on a polytarp. Carry over to the hole slide it in, back fill, tread in. Carry surplus soil back to old hole.

Robinia does grow very quickly if it has little competition and good soil. Not having an enormous garden we have had trouble keeping ours under control and have to hack it back every year. They can grow to 15metres so don't put it near any buildings.
