i have a small standard rose which has shed all it's leaves the existing flower bud have bloomed but no further growth can be detected

I would wait until the autumn and do your normal prune against wind-rock, then prune it again in the spring, and at that time, give it a feed - a mulch of well-rotted manure or blood, fish and bone. You didn't say if the leaves had blackspot. If they did, then rake them up and burn them - don't compost them.
