Planted griselinia (18ins) in raised bed last spring it is now 2ft tall. Want to created narrow screening hedge. Told to prune when at required height (4ft) but laterals growing strongly now. Should I start cutting back sooner in order to start forming narrower shape?

No, it's too early - Griselinia isn't one of those really hardy, put up with any cold weather kind of shrubs, so any pruning should wait until at least March, preferably late March at that. It's a pity you chose this particular plant to make a narrow, short hedge - it's not an ideal subject for that purpose.
