my torbay palm has suffered like most peoples at this time of year. the base of the trunk is very wet on one side as though it was leaking water. Is this tree dying and if so should i cut it down?

Well its not good, if its oozing and rotting, it will need to be cut down. This is best done in March or April at the earliest if you want to see if it shoots from the base (and it might) but if its really bad and the cordyline is very tall, you may need to do it now in case it falls over, depends how bad it really is.
