I have purchased some bulbs tulips and alliams supposed to have been planted in the fall and between september to December. If I plant them now will they flower next year? Guess if I don't plant them they will dry out?

If the bulbs are going to flower they will do so this year i.e. in a couple of months time. Whether they will then survive and build up the bulb well enough to flower the following year is debatable but as you already have them get them into pots or in the ground.

Previous question
I recently asked someone this question and they suggested planting them in pots for flowering next year. Hope it works, I didn't buy the bulbs in the end.
