I have a stretch of garden about 10m long but underneath the area is a sewerage pipe so I need to choose shrubs with quite a shallow root system. Could you suggest any please apart from rhodedendron and azalea?

How far underground is the pipe? Unless it is nearer the surface than it is supposed to be very few shrubs have roots which would reach it. And, in any case, unless the pipe is damaged the roots of few shrubs would be able to get into the pipework at all. Right above our sewerage pipes is a Eucalyptus tree whose roots have not so far managed to break the piping.
We have Viburnum, Magnolia stellata, Berberis and a Philadelphus along its length too.
