what do you do about new zealand falt worm in a garden that is full of heavy clay soil and is either waterlogged
or hard as rock.

Sprinkle them with salt is what I am told will kill them.
However, I believe that current thinking is that they are no actually harmful. It used to be said that they destroyed the earthworm population but I think that has now been dis-proved.
