When you say palm, do you mean Cordyline australis, or another kind of palm? If you're not sure, google for pictures. Assuming it is Cordyline, check the trunk for rotting, soggy areas, sometimes with white spit oozing, or even worse, orange gunk seeping out. If you can't find anything like that, leave it alone, although you can pull off the dead leaves if you can reach them. If you can tolerate the way it looks, it may yet regenerate by putting out growth up the trunk or from the base or both, and when it does, you saw back to the new growth point. If there is rotting, try to wait till at least April, and saw down past the rotted point, and wait again to see if new growth appears anywhere.
this is all damage from our bad winter, obviously.

Hi Brian!
So did mine!! 8footish, now devoid of leaves, looks like a short telegraph pole in the front garden! I've noticed lots of neighbouring gardens with similarly stricken plants. I honestly don't think it will recover, (luckily not one of my faves). I think it must have been 2 really cold winters, combined with the weight of snow we had - and I'm in Bristol!! much further south than you!
