The leaves on my standard bay tree have gone brown, is this frost damage and is the tree now dead or will it come back again when the weather improves

Yes, mine have too, it's a consequence of the cold winter that we've had. But don't despair! The plant will regrow soon and cast off all the old leaves. Evergreens still need to shed their old leaves, they just don't go bare for months like, say, an oak tree. In fact, the best time to prune the Bay is just before growth starts, that way it will become more bushy.
