Is this a Sedum?

Could anyone confirm whether I'm right about this plant or correct me if I'm wrong. Do the flowers develop any further or is this as far as they develop?

Aye think it may be the variety S.Rubella.The buds appear as deep pink then opening to small white flowers.

Quick answer is no.
At first sight I thought it was skimmia, but I'm not sure. One of the others will put me right. I'm sure the flowers will open ito a little mass of white (or pink).
