I have a cordyline which has lost all its leaves, if i cut it down to possibly regenerate how low should i cut?

If the stem or trunk doesn't have any rotting areas, suggest you wait - obviously the growing tips have been destroyed, but you may find it shoots new growth up the stem/trunk or from the base. If it was a young plant, cut right down to the base and wait and see, but the young ones probably haven't made it through the winter.
