Fist of all a colony of red ants in the soil we were about to plant tulips in. Then in another section of gthe garden with mixed soils we found what looked like long thin blaclk flies with a very round black face in the soil also with their magets what are they and how can i get rid of them

To get rid of the ant colony pour boiling water over the nest then spread some of your cupboard spices (chili, pepper, paprika etc) over the area to make any survivors move on.
The flies must have something in the soil that they survive on - if you remove that then you remove the flies. The question is finding that cause.
