want to extend my garden path outward... but my garden is on a tilt upwards....will i have to but steps coming down....???????

If it is steep enough to need steps, but the people using it will be in wheelchairs, or the like, the path will need switchbacks, with little, flat, "patios" at each corner, to give a good place to rest. Admittedly, that could take quite a lot of space!

You will have to consider the steepness of the slope and who is likely to be using the path. Anyone with even slight walking difficulties would welcome steps when decending the path. I know that you don't get a lot of snow and ice but is the path likely to be used under these conditions? Steps are not difficult to construct so, as you seem to have concerns, I would just include them anyway.
