Is your tree peony getting enough water in spring and is it in semi-shade? Getting dry in early spring can result in no flowers, the buds may form but drop off likewise to much shade can cause the same problem.

And do you feed it? I give all my paeonies (both herbaceous and tree) a general feed in early spring

They grow away happily... I think because our soil has so much humus in it.
