One of my two tree ferns didn't have the usual bumps which grow into fronds, although it was protected exactly the same as its partner.
Question is-will it regenerate, perhaps from further down?

Not sure about this - some people cut the rotted/damaged top off, but I've never yet heard back that the plant has started growing again after this treatment.
