My cabbage palm looks like it has died. We've just moved in. Has it been affected by the bad winter. Should I cut it back to just stump?

Inspect the trunk from top to bottom -you're looking for blackened, soft, soggy or oozing areas. If you can't find any, just wait and see if there's any growth by end of June. If you find anything suspect, saw down beyond that point, even if its at the base, and again, wait for regrowth at least from the base if not higher up. This assumes you're talking about Cordyline australis when you say cabbage palm.
