I have a euphorbia plant that is covered in a wet sticky film. Can anyone tell me what it is?

Looks like their are actually aphids on the leaves - hose off it possible.

Are they growing under trees? It usually happens later in the year, but aphids in the trees could be exuding a sticky substance which drips onto whatever is below.
