i have two bushes in my garden,dont kno what they are but a little white flower usually appear late spring to summer,its normally got green leafs on at min,but no leafs and bark is pale brown,does this mean its dead

You could try the scratch test. Scrape a little bark off low down and see what colour is underneath. If it's brown, the bush is probably dead, if it's green, it's just late getting going.
If you think it's dead after that you could give it one last chance by cutting off the dead wood and watering the roots. It's just possible it might shoot again - wait a few weeks to see. If no result, it's dead.

If its showing no sign of any growth at all, not even a hint of green near the base, then its probably dead.
