What can I do about suckers from an established but neglected Damson tree that I want to keep and get back into good condition?

Sadly a Damson grown on its own roots is very prone to producing suckers like this. All you can do is to find where they are coming from on the roots and pull them off where they emerge, from the root, not just at ground level. Tiny ones you can actually use Roundup on without killing the main tree.
