I have a oak tree and Acer both in pots in the garden, the oak tree dropped its leaves in the autum but havent grown back yet, the maple has leafed but some of the leaves are wilting and on both trees fungus has developed in the bark, of the branches i thought it was little bugs at first but on closer inspection the branches have black elongated blops with white centres about 3mm long, not so bad on the Acer but where the branches are dying back on the oak they are covered with the fungus, can you identify the fungus and recomend a cure for it thanks you

Possibly the pots got frozen last winter for too long. Photos would definitely help.

Photos essential really - the 'fungus' could just be innocent lichen, and I'm wondering how big the pots are you've got the trees in, especially the Oak which, unless its a special dwarf variety, won't tolerate being a pot for any length of time. Also when they were last repotted.
