I have a furry white substance growing on the top of the pots in which my tomato plants are growing.what is this and will it harm my plants

It is probably just a fungus from the compost that you use. It will not harm the plants directly but will form a skin that stops water getting down to the roots as easily. Just use a small stick to scrape around the fungus and break it up.
