You may have if it is several in a row? Roughly here in the UK if the neighbour refuses to reduce the height of the trees/hedge, you can contact you local council having firstly tried to resolve the problem directly with your nieghbours. If the council deems the hedge excessive, they may order it to be reduced in height to two metres.

in a lot of counties you need planning permission to plant leylandi but thesewere obviously planted before the law changed . it cant bedoing there garden any good either . at the least you can cut your side right up to the fence which wont grow back at all but hopefully your nieghber will see the light if your friendly etc .

You don't say where you are in the UK, but if in the south or somewhere else in drought, and your soil is fairly heavy, the cracking is quite normal in these conditions - just means the ground's completely dried out, and unrelated to the trees.
