I moved mine as soon as the leaves had fallen last autumn. I was advised to do this because paeonies start into growth very early and prefer to be moved when dormant. Not only did they survive the move, but they flowered this year as normal

Yes, as long as it is not too well established. Do it now or in spring before it comes into grow. Take as much of the rootball with it as you can so as to lessen the shock. Plant at the same depth as it was originally, they hate having the base of the stems buried.
