what is the proper way to plant Begonia tubers. I was told to push them into the soil with the saucer shape facing upwards and then just sprinkle a small amount of compost over the top, in other words plant about an inch deep,is this correct,

That's the correct way up. I'd plant them more shallowly than that, not really covering the top of the tuber at all. Just press them into the top of the compost. It's getting a little bit late to plant them - better get on with it ASAP. When I used to grow Begonias, I'd start them off in March. I'm sure yours will catch up.
