Would it be possible to grow a Jacaranda tree in the Midlands ?

Nope, but you could substitute one of the Paulownias, such as Empress Tree, or Sapphire Dragon Tree, for similar flowers. Silk Tree (Albizzia julibrissin) would have similar foliage, but quite different flowers.

Oh I don't think so, but wouldn't it be lovely! I always linger longingly over pictures of them. Sadly they won't tolerate temperature much under 5 degrees C.
Have a look at the Judas tree instead (Cercis, several varieties).
