what is the best time to transplant a 4ft conifer please

Yes now is good, I've just replanted 25 here in Surrey today, together with Rhodo's and Pampas.
I have not watered in, expecting hard frosts and the soil was quite moist.

Now, I should think! As long as it isn't out of the ground for long and you water it well, it should be fine.
