I replanted a lavender plant and it wilted. I have cut it right back but it now has woody stems.
I keep watering it but will it regrow?

If you took the entire rootball there's no reason for it to have had any effect at all.

If you cut into and disturbed the rootball then of course, the plant will take a few months to settle down.

If the latter is true AND you've cut into all old/woody growth you've probably lost it and will have to buy a new one.

May be lack of water? I would water it very well and wait and see if it recovers.

I'm afraid that Lavenders don't regrow once you've pruned into the woody growth. Sorry, but I think you'll have to get a new one. :-(

I am a bit confused here! as I could not see how it wilted if all you have is woody growth? Think I miss read - cut after wilting then I agree with Spritz.
