Approx three years ago I decided to plant some roses....one of these being a climber grown over a garden archway....the rose being "Arthur Bell".The first & second season it thrived to expectation,that it is until this year.The rose has been fed & pruned according to directions received with plant,but this year despite abundant growth & bud at the top of the arch,there is little or no growth from the upright "canes".Can you tell me where I'm going wrong please?

I lay the soft whippy growth as close to horizontal as I can as the plant grows. then I get flowers all along the stems.

The secret might be in 'the upright canes'? They need to bend gently as they grow to slow the sap so the flowers dont end up just at the top. Try training the stems winding them rather than just letting them grow straight up.
