I bought lost label roses from J parkers a few weeks ago. I planted them as soon as they arrived.
It's been three weeks today and I am not seeing any leaves come out yet. Is this normal? or have my plants died? Some of the stalks are still green so I am hoping that's not the case.

Green stems are good. Keep watering the Roses - lots of water is what is required as the roots will be weak from transplanting them, so keep water every day even if it rains. The lack of leaves is actually good as that is how plants lose water. I think that you will start to see new growth in a couple of weeks.
