when is the best time to cut a headge back as it is to deep? the headge has small leaves and small blue flowering buds

When cutting back a hedge now (whatever type it is), you must make your own mind up as to what you want.
If you cut it back now, it will make new growth which can be damaged by frost in the winter.
Choose the shape you require in the spring.
You could enjoy the flowers now if they mature.
