A coniferous hedge 2.5m high x 15m length, 80% killed by spruce spider mite, is still required for privacy.What can be planted along the base to climb up it, continue to provide privacy and obscure the existing unsightly appearance, preferably very rampant for rapid effect and evergreen.

I'd remove the hedge and replace with a fence. You'll suddenly have a metre more ground and if you work on improving the soil will be able to grow all sorts of thing in front of the fence.

Nothing, really that fits the bill - Russian Vine will cover it and is a very rapid grower, but is deciduous.
