my red cordyline died in the frost this year i was about to skip it but noticed new shoots all the way round the base , what do i do now? how can i separate the shoots which are now about 8 inches long or should i cut the main trunk down, its in a pot by the way and about 4 years old

You need to cut the main trunk down, just above the shoots. If you cut at an angle it will shed the rain and be less likely to rot.
Your cordy will grow into a multi stemmed plant. If you want fewer trunks on the eventual tree, decide which ones you want and cut off the other shoots.
