Holly tree, trunk at base approx 12" diameter, damaged bark (fire) about 6" at base tapering to 0 at 4 ft. 4 years ago. Exposed wood rotting. Tree otherwise looks fine. Should I paint the damage with timber preservative?

If its rotting, with soft, blackened areas and oozing, its bacterial canker. You may need to get the tree taken down eventually if not sooner.
