we have a bay tree about 4ft tall the severe winter has killed some of the top leaves but there are about 10-15 new shoots about 6ins in length coming from around the base of the tree.is it best to prune the tree right back or take cuttings and hope for the best

If you cut it back it will continue to grow from the roots - if there's anything alive higher up, just cut back to that, it'll still grow from the roots anyway now its started.

Remove all dead growth now - no point in keeping it on the plant, it's not serving any useful purpose.
