I agree with Doctorbob and Milky.. if the ground has not been frozen it gives the roots a chance to get established before it does get very cold.

If the ground is frost free and your shrubs are hardened off, go ahead and plant them. Your tulips will need some watering, go by the weight of the pots, if they feel light they are dry and if heavy they are wet.
